CCTV buses to replace yellow buses ― LASG

Lagos State Government said on Tuesday that it will replace Yellow Buses now in operation the state with buses with Close Circuit Television (CCTV), saying that government was not taking jobs out of the hands of commercial bus drivers.

The government also said it planned to build several bus terminals across the state to meet the demand of transportation in the metropolis, listing some of the areas to include Oyingbo, ‎ Yaba, Maryland, among others.

Acting Commissioner for Transportation, Prince Anofiu Elegushi, disclosed this at a Stakeholder’s meeting on the upgrading/utilisation of the Tafawa Balewa Square (TBS) Bus Terminal on Lagos Island.

Elegushi said what government wanted to do was to refleet the transportation system with new buses, as most of the Yellow commercial buses were not roadworthy having been in use for the past 20 years.

“On the Yellow buses, what we are planning is to re-fleet ‎with new buses. As you will agree most of the Yellow buses are not road worthy. Most of them have been running for over 20 years. So, it is not convenient anymore for passengers.

“So, what we are trying to do is to take them up and bring other new buses that will have CCTV, charging points to charge phones and a lot of facilities and many other facilities. So, they are still going to be the drivers, we are not the driver.

“The essence of re-fleeting is to get it right. We are working on the programme most especially on the financial model that we will use in transferring those vehicles to the operators. That is just what we are doing,” the commissioner said.

Speaking further, Elegushi called for collaboration of stakeholders in the maintenance of the upgraded TBS Bus Terminal, disclosing that government planned to replicate it in other parts of the state.

According to him, the project is to mark excellence, as the state prepares to mark its 50th anniversary, adding that government was keen about changing the face of transportation and upgrade transport facilities.

Elegushi stated that the new terminal would accommodate its original operators, taxis, Yellow buses, tricycles, as well as BRT and LAGBUS buses, with designated lanes, ticketing points, Intelligence Transport System guide for passengers, mini shops, stickers for identification, among others, even as he appealed to transport unions and others to take care of the terminal.

“It is a kind of responsibility expected from the transport stakeholders especially transport union. We have delivered as promised but what we expect from them is to see a project well maintained so that there will be justification for what we spent.

“We are working on other terminals like Oyingbo, ‎ the drawing is almost ready; Yaba Terminal, the drawing of that is almost ready. We are also working on Anthony, the VIS garden; we are turning it to a bus terminal. The two petrol stations at Maryland, we are turning them to bus terminal very soon; those are parts of what we have in the pipeline. Very soon we will hit the ground running,” he said.

The Chairman, House Committee on Transportation, Fatai Adebola, in his remark, commended Governor Akinwumi Ambode for this initiative and urged the people to take ownership of the project.

Stakeholders urge protection of Lagos coastal lines

Stakeholders in the environment sector are calling on Lagos State government to put in place measures to protect coastal lines from deterioration in the face of dredging and sundry mining activities that permeated across the nooks and crannies of the state.

In many areas, particularly, Epe, Ibeju-Lekki, Eti-Osa, Badagry, among others, dredging of sand and laterite digging are on the increase. These  activities are perceived to constitute threats to the coastal lines in particular and the environment in general, so the environmentalists claimed.

To underscore the need for precautionary measures, the Nigerian Conservation Foundation (NCF), during its annual Environmental Week, observed that successive administrations in Lagos had embarked on various laudable developmental projects that may impact negatively on the environment if proper precautionary measures were missing.

Speaking on the topic: “Small Island, Developing States”, the President of NCF, Izoma Philip Asiodu stated that small island states, like Lagos, Warri, Port Harcourt and others, were more prone to the damaging effects of a warming planet than those that are in the  hinterland, adding that the impacts of a rising sea level mean the loss of lives and properties for many people living on such settlement.

According to Asiodu, the importance of Lagos as a coastal city and as the economic nerve centre of the most populous country in Africa make it imperative to pay attention to any potential threat to its economy.

“The fact is that the whole planet is under stress, not only from climate change, but from rapid population growth, and increased consumption demands and developmental projects. Therefore, it becomes imperative that development plans must be made as eco-friendly as possible to ensure sustainability.”

Expressing similar view, Mr John Ikpeme, a hydrogeologist, who spoke with Nigerian Tribune, stated that with man’s constant quest for development, it was necessary to realise the concomitant effects the quest has on the environment.

According to Ikpeme, if the environment is not protected, “development, be it road infrastructure, housing delivery, agricultural and other sectoral development will be counter-productive.”

Environmentalists’ position is that land degradation in the coastal belt of Nigeria is manifested along the outer barrier island complexes and the banks of the tidal basins, creeks and rivers, especially, in Lagos State, where sand mining is on increase as a result of developmental activities embarked upon in the state.

“The generally low lying terrain consists of unconsolidated mud and sandy particles which present no serious resistance to the impact of breaking waves and the flood/ebb tidal currents associated with the shoreline.

“Its to describe cases of land degradation based on the morphological units of Nigeria’s shoreline, with specific reference to Lagos State, where dredging activities are on the increase.

“Anthropogenic influences accelerate land degradation along the coastline hence, the need for the government of Nigeria, and especially Lagos State government, to evolve a comprehensive land use policy for the sand digging and dredging activities,” said Dr Mammud Idris, another geologist who spoke with the Nigerian Tribune.

Govt to redress housing deficit in Bayelsa

Bayelsa State government has reiterated its resolve to build adequate housing estates to address the housing deficit suffered by middle class and low-class citizens in the state.

Governor Seriake Dickson’s special adviser on housing, Blesson Akpuluma, restated the government’s commitment in a chat with newsmen after a tour of Ayama and Okaka residential low-cost housing estates being built by the government.

While the Ayama housing estate built through direct labour comprises 150 housing units of one-bedroom, two-bedroom and three-bedroom flats, the Okaka housing estate executed through contract comprises 16 units of 12 flats each.

Akpuluma said the recent partnership between the government and the Bank of Industry (BoI) to spend N3billion to build 360 housing units was a demonstration of the Dickson-led administration’s desire to
provide affordable housing.
Under the partnership, the government would contribute N1billion as counterpart fund to access the BoI’s N2billion facility for the housing project. Out of the 360 housing units, 110 duplexes would be built in choice areas while 250 bungalows are to be located in high density areas.

The governor’s aide expressed the optimism that the administration would meet the housing needs of the people in no distant time.

Akpuluma noted that the housing estates when completed would also enhance the aesthetics of the state capital and its environs.

He therefore called on the people to support government’s effort at proving affordable low-cost housing units and also protect housing projects located in their areas.

3-yr-old kidnapped in Lagos, sold thrice, rescued in Aba

LAGOS—The three-year-old girl kidnapped by her mother’s apprentice, Grace John, who had resumed five days earlier at their Alagbado shop in Lagos two months ago, was found in Abia State, weekend.

The little girl, as reliably gathered, had been sold to three different buyers in the eastern part of the country for prices ranging from N500,000 to N600,000.

Vanguard gathered that after her abduction, she was taken to the kidnappers’ den, a forest in Badagry area of Lagos, from where her abductors proceeded to Onitsha, Anambra State, where she was sold to a woman for N500,000.

Dissatisfied with the choice of a baby girl, the first buyer, with an undisclosed identity, was said to have sold the girl to another buyer for N500,000 in Awka, Anambra State capital. The second buyer, in turn, sold the child to another man in Umuahia, Abia State capital for N600,000.

The hunt

Information at Vanguard’s disposal revealed that operatives of the Federal Special Anti-Robbery Squad, FSARS, Lagos State Police Command, traced Grace to Badagry area of Lagos, where she was arrested.

Her arrest led the operatives to the eastern part of the country, where the missing child was found on Sunday.

Vanguard gathered that some gunmen, who intended to sell the child to a fourth buyer, dropped her close to a Catholic Church, amidst gunshots, unknown to them that FSARS operatives had cordoned off the area.

However, the operatives, as gathered, could not respond for fear of hurting the toddler.

Police sources hinted that “we used Grace as bait to get the first buyer in Onitsha. She called the buyer on phone and told her that she had a ‘trouser,’ which is a codename for a male victim.

“The woman came to meet her at a bus stop, where she was apprehended. She led us to the second buyer, who in turn, led us to the third, who was also about to sell her. So far three persons have been arrested.”

Parents thank Vanguard, police

As at 5p.m. yesterday, the baby’s elated parents were still at the Abia State Police Command. Speaking with Vanguard, her father, Mr. Elesh Adebiyi, said: “We give God praise and also thank Vanguard for the assistance rendered.

“Our daughter is hale and hearty. We are grateful to FSARS and the Nigeria Police in general. This feat has further re-affirmed my confidence in the Force.”

Recall that the baby’s unsuspecting mother, Mrs Oluwatobiloba Adebiyi, allowed her daughter to follow Grace, who was going to buy snacks, after efforts to pacify the child, who was crying then, failed.

However, apprehension set in moments later, after an endless wait for Grace and the baby to return. Grace could not be reached on her phone as it was switched off.

Since her abduction, the parents were not contacted for any ransom, suggesting that it was not a case of kidnapping, until the arrest of Grace, who was said to be planning for another operation elsewhere.

It was gathered that the kidnappers are demanding N10 million as ransom.

Vanguard learned that the three male teachers were abducted, Monday, while returning from school.

It was gathered that three other female teachers, who were said to be in the company of the abducted teachers, were allowed to go by the abductors.

In reaction, students from the school abandoned their classes and made bonfires on the Benin-Akure road leaving passengers and motorists stranded for many hours.

Poor revenue performance of 2016 budget condemned

ABUJA—THE Senate, yesterday, berated the poor performance of independent revenue generation in the 2016 budget, which caused receipt of only N393 billion, against the projected sum of N1.506 trillion.

To this end, the Red Chamber observed that since the economic indices that led to the development were still available, there was no need for government to either maintain or raise the amount in the 2017 budget.

The position of the Senate was conveyed through the Chairman, Senate Committee on Finance, John Owan Enoh, when the Minister of Finance, Mrs Kemi Adeosun; Minister of State for Budget and National Planning, Zainab Ahmed and Director-General, Budget Office, Mr Ben Akabueze, appeared before his committee not only to defend the proposal for the 2017 independent revenue but also to review the performance of this aspect of the budget in the last fiscal year.

“The fact that we were expected to get N1.5 trillion and ended up getting N393 billion needs self-examination to determine whether that kind of budget is a workable budget or not.”

Speaking also, the Director General, Budget Office, Ben Akabueze, explained that the Federal Government’s 2017 independent revenue was being reduced from the highly optimistic level of N1,505.88 billion to an earlier figure of N1,207.57 billion.

He said it was later revised downward to N807.57 billion, reflecting poor level of collection and remittance of independent revenue by Ministries, Departments and Agencies, MDAs, and government-owned enterprises.

2016 GDP in annual 25-yr low, as recession eases out

ABUJA — The size of Nigeria’s economy measured by the Gross Domestic Product, GDP, for 2016 recorded a contraction by -1.51 per cent.

Though this figure shows an improvement quarterly with fourth quarter 2016 (Q4‘16) at -1.3 per cent against -2.24 per cent in Q3’16, it is Nigeria’s first negative annual GDP growth rate since 1991, ending a 25-year run of modest GDP growth rate. Nigeria’s highest GDP growth rate remains 14.6 per cent, recorded in 2006.

The GDP had skidded into negative territory since Q2‘16 when negative growth began culminating into a recession officially in the Q3’16. With the Q4’16 the economy remains in recession but has indication of a reversal of the declining trend which started since 2015.

On absolute figures, in the Q4’16, the total value of goods and services in the economy in real terms, declined to N18.3 trillion from N18.5 trillion in same period, 2015.

Quarter-on-quarter, real GDP increased by 4.09 per cent, which partly reflects seasonal factors as well as a rise in the general price level.

Nigeria’s real GDP is now about N67.9 trillion while nominal GDP is about N94.1 trillion.

According to the National Bureau of Statistics, NBS, the 2016 full year figures reflected a difficult year for Nigeria, which included weaker inflation induced consumption demand, an increase in pipeline vandalism, significantly reduced foreign reserves, a concomitantly weaker currency, and problems in the energy sector such as fuel shortages and lower electricity generation.

Oil sector

The NBS stated: “For the full year 2016, oil production was estimated to be 1.833mb/day, compared to 2.13mb/day in 2015. This reduction has largely been attributed to vandalism in the Niger Delta region.

“As a result, the sector contracted by -13.65 per cent; a more significant decline than that in 2015 of -5.45 per cent. This reduced the oil sectors share of real GDP to 8.42 per cent in 2016, compared to 9.61 per cent in 2015.”

Presidency thumps up economy team

At the backdrop of the quarterly GDP trend, the Presidency has declared that the economy has reversed negative trend, adding that the recession had bottomed out.

Reacting to the NBS report, yesterday, the Presidential Adviser on Economic Matters, Dr. Adeyemi Dipelu, stated: “These figures reflect the slow-down in the economy for most of 2016 but also show that the recession may have bottomed out because of an improving trend in several key sectors.

“Although the oil sector declined by -12.38 per cent on a year on year basis, this was a relative improvement compared to the third quarter when the decline amounted to -22.01 per cent.

“This outcome was due mainly to increases in production such that the quarter on quarter growth for the oil sector between the third and fourth quarters was 8.07 per cent.”

“The non-oil sector however declined by 0.33% after showing some resilience in the third quarter when it grew by 0.03% at the height of the recession.

“Agriculture grew at 4.03% in the fourth quarter of 2016 which was a marginal decrease from the 4.54% growth in the third quarter.   This is mainly because agriculture (especially crop production, which accounts for the bulk of agricultural production) is highly seasonal, with growth in the third quarter of the year usually higher than the others.

“Nevertheless, the overall outcome for the year was that the agricultural sector grew by 4.11% for the whole of 2016 which was higher than the figure of 3.72% for 2015.

“The manufacturing sector actually grew on a quarter on quarter basis by 1.89% but declined over the year by 4.32% reflecting the problems that the sector faced in the course of the year due to a combination of factors including the depreciation in the exchange rate and higher energy costs.

“The metal ores sub-sector grew by 7.03% in Q4 of 2016 as compared to 6.93% in the last quarter of 2015, thus justifying the priority that the Federal Government continues to give to solid minerals.

“The services sector, which accounted for 53.55% of GDP in 2016, experienced a decline in growth by -0.82% over the year as compared to a growth of 4.78% in 2015.   This slowdown in the services sector arose from generally fragile economic conditions.   This is because its fortunes depend to a large extent on consumer spending and government expenditure which were both adversely affected by difficult economic conditions.

“Nevertheless, the Social Investment Programme of the Federal Government and the relatively high level of infrastructural spending in late 2016 as well as 2017 capital spending plans should begin to have a multiplier effect on the economy.

“The trend in nearly all the sectors showed a growth improvement in nominal terms although such effects were outweighed by inflationary factors.   The expectation is that this trend and the slowing down of month-on-month inflation will enable an early return to positive growth in the economy.

“This positive trajectory will also receive a boost from the positive news emerging from other parts of the economy. Notable in this regard is the release of the Economic Recovery and Growth Plan by the Federal Executive Council which sets the stage for further fast-tracking of recovery and economic diversification.

“In the same vein, the likely early passage of the 2017 budget estimates would also lend further momentum to economic growth.

“Similarly, the recent bond issue of US$1 billion which was subscribed by almost 8 times will reinforce the trend of increasing reserves. Indeed, foreign reserves rose from $23.9 billion in October 2016 to $27.8 billion in January 2017.

“Furthermore, there is a better outlook for revenues from the petroleum sector with revenues set to increase with oil production now over 2m barrels per day while oil prices holding relatively steady at an average of about $55 per barrel.

“This improved outlook for the oil and gas sector is closely linked to the on-going engagement and dialogue between the Federal Government and various communities in the Niger Delta.

“Overall, the Nigerian economy performed better than expected even though we are still in the early stages of recovery. It is indeed noteworthy  that overall 2016 growth was higher with a contraction at -1.5% than the -1.8% predicted by the IMF.”

Benin-Warri highway now deathtrap

TRAGEDY is lurking on the Benin – Warri expressway as some portions of the road have become death traps for users of the ever-busy road that leads to Warri, Bayelsa, Port Harcourt on the one hand and  Ore, Lagos and the northern parts of the country on the other.

The most dangerous part of the road, as of the last check, are two deadly portions of the Jameson bridge across River Ethiope.

Both bridges leading to and from Benin have portions gradually caving in with nobody giving a hoot on how to fix it, given the likely dangers attached.

Checks by the Nigerian Tribune last Saturday morning revealed that the steels fortifying a portion of the Jameson bridge has caved in such that motorists have to slow down to avoid somersaulting.

Across the bridge, from a close observation, is a yawning gap that can halt or swallow the tyres of a tricycle if caution is not applied.

Could it be the handiwork of thieves who had earlier removed the iron rails meant to prevent straying vehicles from plunging into the river?

Speaking with a user of the road, Mr Morrison Oritsegbemi, on Saturday, he described the bad portions of the bridge too ugly to recount.

Oritsegbemi, who’s a councillor in Warri North Local Government Area with headquarters at Koko, said: “the bad portion is very very bad and of course, there’s nothing we can do as it is a Federal road.

“I, however, appeal to the Federal Government to come to the aid of the people plying the road.

“The users are not just Deltans as the road leads to Lagos, Port Harcourt, Bayelsa, Benin.

“They ply it day and night. They should come to our aid.

Since this government talks about “change,” they should come and do it so that the people will be happy.”

Oritsegbemi also enjoined the Delta State government to fix the road instead of waiting for the Federal Government which might be slow in taking action.

“The state government should not wait for the FG, they should fix and find how to collect the money from the Federal Government.

“They should fix the bad portion of the bridge and road to avoid casualties, “ he warned.

Another regular user of the road, a commercial bus driver, Mr Godwin, lamented the adverse effects of the bad portion of  the road on his vehicle and those of others.

Speaking in pidgin he said: “the thing dey spoil motor all the time.

“Some of our vehicles dey get accident on the spot. So, we’re not happy about it. We feel so bad about it.”

Godwin, who said he plied Benin, Warri and Abuja regularly, appealed to the State and federal governments to fix the bad portions of the bridge and road to save lives.

Meanwhile, a brand new Toyota corolla driven by a lady, who was apparently ignorant of the state of the bridge, was dangerously bashed from behind at a bad spot from Oghara to Warri, just few hours after InsideNigerDelta visited the area.

FG tasks UNESCO on Lake Chad basin resuscitation

THE Federal Government  has called on the United Nations Educational Scientific and Cultural Organisation to rise to the challenge of addressing the issues in the Lake Chad Basin.

Minister of Education, Malam Adamu Adamu, made the call when a team of officials from UNESCO paid him a courtesy visit in his office in Abuja.

He reminded his guests that  President  Muhammadu Buhari  had also requested UNESCO to lead discussion on the issue of resuscitating the Lake Chad Basin by convening an international conference to take stock of the challenges and proffer solutions.

Minister of State for Education, Professor Anthony Gozie Anwukah, received the team  on behalf of Malam Adamu Adamu, who is the president of UNESCO Commission in Nigeria.

He commended UNESCO for responding promptly to the request made to the Director-General, Irina Bokova by President Buhari, concerning intervention on Lake Chad issue and urged the body to continue to expand its programmes and activities to humanity so as to achieve sustainable development and lasting peace in the region.

The Minister expressed confidence in the capacity of UNESCO with its pool of experts, to find a lasting solution to the challenges faced by the people living in the Lake Chad region.

He, however, acknowledged the immense contributions of UNESCO towards educational development in Nigeria, especially in the area of strengthening of science, technology, engineering and innovative education system.

Nigeria’s Permanent Delegation to UNESCO, Mrs Mariam Katagum, in her remark, revealed that about 68 million people living around the Lake Chad relied on the project to meet their water needs.

She noted that finding lasting solution would stem further displacement of the citizens which could expose them to further crises.

The UNESCO Assistant Director-General, Africa Department, Firmin Matoko and the Assistant Director-General for Natural Sciences, Flavia Schiegel, provided further technical insight on the Lake Chad Basin project.

Earlier, in a welcome address, Permanent Secretary, Federal Ministry of Education, Dr. Jamila Shu’ara, described UNESCO as a worthy partner in the education sector, saying that the manifestation of its collaboration with the Ministry was very visible.

She also commended UNESCO for its promotion of Nigeria’s cultural heritage; the Durbar as well as the Argungu Fishing Festivals which are now acknowledged globally.

Delta communities give NDDC, others 21 days to return to abandoned projects

STARTING from Monday, Ijaw people of Tsekelewu and Polobobou communities, Egbema kingdom, Warri North Local Government Area, Delta State, have given the Niger Delta Development Commission (NDDC) 21-day  ultimatum to commence all abandoned projects in their communities.

Failure to do so, the people vowed, would lead to civil unrest and disruption of operation of oil companies in the kingdom.

Besides NDDC, the people are also calling on Chevron Nigeria Limited to commence the dredging of Tsekelewu and Pelobobou creek for easy accessibility to their communities.

They reiterated that Chevron’s operations in their area had succeeded in converting their creeks to ordinary land and gradually becoming inaccessible.

The 21-day ultimatum is contained in a  statement signed by President and Secretary of Tsekelewu and Polobobou Communities, Comrade Marvis Ofiyai and Asoki Victor respectively, on behalf of the people and made available to the Nigerian Tribune in Warri at the weekend.

They said NDDC’s failure to live up to her responsibilities to their communities with respect to about five major projects initiated in 2005, but abandoned, necessitated the 21-day ultimatum.

“Niger Delta Development Commission (NDDC) should use the statutory allocation from oil companies to develop oil producing communities such as tackling the case of Tsekelewu & Polobobou canalisation project urgently before it will lead to gross protest that may shock the world.

“The Federal and state governments should compel Chevron Nigeria Ltd and NDDC to dredge Tsekelewu and Polobobou Creeks for easy accessibility to our communities.

“The only way we can guarantee peace is to address our demands timely.

“If this dredging issue is not addressed, we promise we will disrupt the operation of Chevron Nigeria Ltd.

The canalization of Tsekelewu & Polobobou communities creek was awarded by Niger Delta Development Commission in 2005, but it has been abandoned till date and other four water projects from NDDC were also abandoned.

The commission has not impacted Tsekelewu and Polobobou communities positively since inception till date,” the people lamented.

The communities also called for road construction, the sand-filling of their communities to avoid being washed away by ocean surge and their involvement in skills and acquisition programmes of NDDC among others.

It will be recalled that Tsekelewu and Polobobou communities are hosts to multinational oil companies such as CNL Opuekeba Platform, NPDC/Elcrest Exploration & Production Nigeria Ltd Opuama Flow station and Sahara Energy which contribute to Nigeria’s daily oil production output.

A\Ibom seeks inclusion of Environmental Studies in public schools

WORRIED by the level of apathy shown to issues of sanitation and environmental cleanliness, the Akwa Ibom State government has made a case for the entrenchment of relevant studies on personal hygiene to be included in public primary and secondary schools curricula.

The Commissioner for Finance, Mr. Linus Nkan, who stated this at the weekend while monitoring the monthly sanitation exercise in Uyo, the state capital at the weekend, stressed the need for the inclusion of personal hygiene and environmental sanitation studies in the primary and secondary schools system.

Besides, the Commissioner pleaded with churches to join in persuading their members on the need to embrace sanitation exercise to maintain the clean and green environment of Akwa Ibom.

“If the schools could inculcate the ideals of cleanliness and the need for sanitation exercise in the early stage of the child development, when he grows up, it will be part and parcel of his life”.

In the same vein he noted that the influence of the churches over their congregation would help tremendously if churches take messages of personal hygiene and sanitation exercises to them because of the people’s strong attachment to messages from their church leaders.

“In this part of the world, church leaders have tremendous influence on their followers and whatever their leaders say is not only accepted but adhered to” he added.

The commissioner further charged the media to embark on aggressive enlightenment campaign on the need for people to embrace the sanitation exercise and see it as part of their daily routine rather than punishment.

“A well articulated media enlightenment campaign will equally make the people troop out voluntarily to clean up their environment. The people should understand that the sanitation exercise is not for government but for their own well-being”

He urged council chairmen, business concerns, organizations and NGO’s to partner Government’s efforts to make the state clean, green and habitable.

However, Nkan disclosed that government may explore other options including enforcing compliance where there are recalcitrant people, if the option of enlightenment and persuasion failed.

The Commissioner who toured various markets during the exercise saw busy trading activities at Itam market, Itu-mbang market and at the slaughter market, itam, during the exercise. Several youths were equally seen playing football along the streets and field during the exercise.

Obasanjo’s statement, ‘provocative, self-serving, misleading’ ― Fayose

Governor Ayo Fayose of Ekiti State has said former President Olusegun Obasanjo was making “provocative statements that distract and discourage Nigerians from squarely facing up to the onerous task of fixing the economy” and asked him to stop.

Governor Fayose in a statement on Tuesday, said: “There is much suffering in the land. The people are hungry. Yet, one of those responsible for this unsavoury state of affairs relishes in adding insult to the people’s injury. He makes statements that are not only reckless but also untrue.”

Fayose was reacting to a statement credited to former President Obasanjo in which the former president said his generation had failed the nation.

In the statement by his Chief Press Secretary,  Idowu Adelusi, Fayose decried what he said was “Obasanjo’s sanctimonious self-righteousness,” saying “apart from the statement being misleading, self-serving and discomfiting, it is also not what the country needs at this time of great economic distraction.”

Fayose said “rather than generalise, Obasanjo should speak for himself,” and added that “Obasanjo, truly, has failed this country many times over but not all members of his generation failed this country. There are shinning lights in that generation that have served the nation well.”

He said: “How about Emeka Anyaoku, Wole Soyinka, Fela Anikulapo-Kuti, Prof. Ayodele Awojobi? The list is endless and they are to be found in all the nooks and crannies of this country who belong in the same generation as Obasanjo and who have done this country proud.”

Fayose, however, lamented that Obasanjo wasted all the golden opportunities that he had to make this country great, first as a military Head of State and later as a two-term civilian president. “It is too late in the day for him to now cry over other countries that have passed Nigeria by. This is mere crocodile tears when we realise that no other Nigerian leader had the opportunities that Obasanjo had to make this country great but he bungled them all.

“He should speak for himself and not rope his entire generation into his misadventure in governance. Here is a man who neither recognised nor encouraged any star except himself. He must shoot them down or disparage them. For him, Obafemi Awolowo was not patriotic; MKO Abiola was not the messiah Nigeria needed; Tinubu was a rascal; Jonathan was not good; and President Muhammadu Buhari did not understand economics. Only Obasanjo is good. Only Obasanjo fought and won the civil war. Only Obasanjo understands everything – from economics to military to foreign affairs.

“Yet, this is the same Obasanjo that laid the foundation for corruption in this country with his ill-fated third-term misadventure when billions of Naira was used to bribe National Assembly members. This is the same Obasanjo that turned EFCC under Nuhu Ribadu into his private army to harass political opponents. Under this same Obasanjo, eight civilian governors were illegally and unceremoniously removed from office through kangaroo impeachments. Minority members of the Houses of Assembly were empowered to override the majority members. Under Obasanjo, our elections were “wuru-wuru” and “mago-mago” and we were the laughing stock of the international community.

“This same Obasanjo, who came back from prison a pauper, ask him how much he is worth today and how he made the money? The launching of his Presidential Library, which he is preparing to commission soon, attracted donations that ran into billions of Naira while he was in office. Only God knows how many more billions the commissioning will garner this time around.

Accusing the former President of an obsession with hugging the limelight, the governor said: “Obasanjo should give us a break. There is no denying the fact that he failed the country. The least he can now do is leave us alone to clear the peculiar mess he and others of his ilk got this country into. Let him retire into obscurity; fade away from the limelight; and allow us our peace and serenity,” Fayose added.

Parents urged to preserve indigenous languages

THE Federal Government has urged the parents and stakeholders in the country to save the Nigerian languages from extinction.

Minister of Education, Malam Adamu Adamu, who made the call in Abuja, however, announced that a National Language Policy would soon be developed by the Ministry to strengthen the learning and teaching of Nigerian Languages across all levels of education.

Adamu, represented by the Director of Basic Education, Mr. Jonathan Mbaaka, spoke at an event organised to mark the 2017 International Mother Language Day, where he asked parents to ensure that their children were well grounded in speaking their indigenous languages.

Various speakers at the occasion organised by Federal Ministry of Education and other stakeholders expressed great concern over the alarming failure of many young Nigerians to speak their languages which is supposed to serve as their personal identity.

A statement from the Federal Ministry of Education by Mr Agidike Onu, said the minister commended the collaboration of the Linguistic Association of Nigeria (LAN), National Institute for Cultural Organisation (NICO) and De United Foods Industries Ltd, saying that with commitment from all the stakeholders, the general public would continue to be sensitised on the need to appreciate and promote the indigenous languages.

Former Minister of State for Education, Prof. Jerry Agada, who was chairman at the occasion, expressed displeasure at the attitude of many parents, particularly in the urban centres who did not speak their languages to their children in the name of civilisation, describing as shameful a situation whereby people grow up unable to speak their languages.

Earlier, the Permanent Secretary, Dr. Jamila Shua’ara, recalled that the International Mother Language Day was proclaimed by UNESCO in 1999 to be celebrated on 21st February each year, adding that the theme of the 2017 celebration was “Towards sustainable futures through multilingual education”

The keynote speaker, Professor Harrison Adeniyi, national president of Linguistic Association of Nigeria, said Nigeria had about 520 living languages, some with less than 10 speakers.

He also disclosed that a vast number of the minority languages were undocumented, without orthography and were at the brink of obliteration.

Professor Adeniyi said the theme of the 2017 celebration strongly supports multilingual education which is in line with Sustainable Development Goal 4.

According to him, multilingual education refers to a situation in which first language of the child is as a foundation for the education of the child, while after sometime, the teacher proceeds to using another language to continue the education of the child.

“Learning takes place where a child starts with instructions in mother tongue and progressively adds another tongue at a later stage in the learning process. Finally the child ends up using both L1 and L2 for lifelong learning” he said.

He commended the pronouncement by the Minister of Science and Technology, Dr. Ogbonaya Onu who said plans were underway to ensure that primary schools in the country taught mathematics and sciences in indigenous languages; even as he urged the minister to expedite action in this regard.

The celebration featured presentations by students invited from schools around the Federal Capital Territory, Abuja who demonstrated proficiency in their languages through songs and drama sketches.

It also featured interactive session where various suggestions were made on how to promote speaking the indigenous languages.

Police clamp down on cultism in Edo

THE Edo State Police Command has stepped up the fight against cultism and sundry crimes in the state.

The Commissioner of Police in the state, Mr Haliru Gwandu, who warned members of cult groups against taking laws into their own hands, stated that the Anti-cultism Unit, in collaboration with other tactical wings of the police command, had been given a marching order to deal decisively with any cultist, group or individual found fomenting trouble in Edo State.

He explained that the command had not at anytime relaxed the onslaught against cultism and other violent crimes as suspects were often charged to courts with exhibits.

The Officer-in-Charge, Anti-Cultism Unit, Edo Police Command, DSP Abrahim Yusuf, while briefing the police commissioner on of the latest arrests made by his team, revealed that several arms and ammunition were also recovered during the raid.

DSP Yusuf further stated that the operatives, during a covert operation in Sabo area of the state, apprehended high profile cultists whose arms, ammunition and other exhibits were recovered.

He maintained that the clampdown on cultists and their activities in the state was continuous as the law was catching up with the unrepentant cultists one after another.

Gruesome killings in Benin City suspected to be cult related had dominated print and electronic media in recent times.

CCS basketball: Bellarmine holds off St. Francis to reach Open final

SAN JOSE — It was by no means easy, but Bellarmine College Prep did it. The Bells held off rival St. Francis 55-50 on Tuesday night at Independence High to advance to the Central Coast Section Open Division championship game.

Jake Wojcik scored 21 points and Angelo Athens added 14 points as Bellarmine completed a season sweep of St. Francis — a perfect 3-0 — and improved to 25-1, a magical ride that keeps bearing victories.

Bellarmine has not lost since three days after Christmas, a winning streak that has reached 18 games.

The latest triumph dethroned the section’s reigning Open Division champ and moved Bellarmine into the final Friday night at Santa Clara University against Archbishop Mitty, which beat St. Ignatius 59-51 in the other semifinal.

Bellarmine led much of the game against St. Francis, seemingly putting the score out of reach on a couple of occasions, but Logan Johnson and Co. kept charging. The Lancers cut the deficit to five with 2:39 left and to four with 25 seconds to go.

“It felt like we beat ’em three times tonight,” Bellarmine coach Patrick Schneider said. “They just never stopped coming. Give all the credit to St. Francis. They have the heart of a champion, too, and they just never stopped. It was just a battle all the way to the end.”

Last season, St. Francis went undefeated in the West Catholic Athletic League and 3-0 against Bellarmine, including a win in the Open Division final.

This season, Bellarmine swiped the script, also going 14-0 in the WCAL and sweeping St. Francis.

But the Bells still have one to go to win the section crown.

“We want it tremendously bad,” said Wojcik, a junior. “It’s crazy how much we want it. We went there last year. We got our butts whipped. I personally played awful that game. I just want to come out and give it our most for our seniors.”

Bellarmine trailed 15-10 after one quarter but led by two at halftime and by 10 midway through the third period as Wojcik heated up from long distance. The WCAL’s co-player of the year with Johnson hit all four the Bells’ 3-pointers.

St. Francis pulled to within 38-36 through three quarters but never could reclaim the lead.

“There’s big mountains and bigger mountains,” said Johnson, who finished with 19 points. “Sometimes you’ve got to keep grinding. That’s what we’re going to do. Wherever we get seeded in NorCal, we’re going to keep fighting. I felt like we never gave up tonight.”

But just as it has been all winter to this point, Bellarmine celebrated in the end.

“It is magical,” Schneider said. “Fourteen and 0 and people are like, they kind of dominated. We had five league games we could have lost pretty darn easily. There is just something about a team that wins all those close games. It has been a magical ride.

“There is something really special about how hard they play defensively, how locked in they are on the defensive assignments, how much they trust each other sharing the ball and then, I think, their emotional composure. No one gets every break. Johnson banks in a 3 today. Things happen like that, and our guys have weathered all of that and kept playing together with everything they have.”

Friday, they’ll play for the CCS’s top prize.

FG okays War College for Akwa Ibom

DETERMINED to foster peace and security in the Niger Delta region, the Federal Government has concluded plans to locate Naval War College (NWC) in Akwa Ibom State.

The Minister of Defence, General Mansur Mohammed Dan Alli (rtd), disclosed this in Uyo, the State capital at the opening of the 11th Nigerian Navy Games holding at the Godswill Akpabio International Stadium, at the weekend.

He said the decision to establish the facility in the State was borne out of the State government’s commitment to curb crimes and restiveness by complimenting the Federal Government’s resolve to strengthen security infrastructure in the region.

It will be recalled that Governor Udom Emmanuel had earlier requested the establishment of such institution in the State and the Minister assured that the Federal Government had approved the request.

“Let me react to your request immediately; I want to assure that your request for the establishment of the Naval War College in Akwa Ibom State has been granted”, Dan Alli declared.

The Chief of Naval Staff (CNS), Rear Admiral Ibok-ette Ibas, said the essence of the excercis was to put the Nigerian Navy in good stead and to revive the spirit of officers and men to be alert in matters of national security.

According to Ibas, issues of national security in the country must not be compromised, hence the need for effective physical exercise to maintain the combat-readiness of the Nigerian Navy.

Governor Emmanuel commended the Navy for hosting the event in Akwa Ibom, was full of praises for the Minister, the Chief of Army Staff for establishing the Second Brigade in Uyo and promised to work with them for the take-off of the proposed Army Command College (ACC) in September this year.

The Governor, who hailed the performance of the Air Force Comprehensive School in Uyo and the Police Secondary School in Ukana, Essien Udim Local Government Area, had appealed for the proposed Naval College to be upgraded to a full fledged Naval War College.

He noted that the prevailing peace in the State was borne out of the synergy between the military commands and the State government.

According to the Governor, the exhibition of high level of professionalism had gone a long way to curb militancy and other violent crimes in the state and expressed the readiness of his government to partner any military outfits for national security.

“Despite the current hardship in the country, I want to assure that my administration is ready to partner any military service to strengthen and develop security infrastructure in the country.”

CROSS River State Commissioner for Agriculture and Natural Resources, Professor Anthony Eneji, has said that the state is targeting over 6,000 hectares for Cassava cultivation under the Fadama 111 Ad + project.

Eneji stated this during an assessment tour of Fadama 111 Ad+ Cassava project in Akpabuyo Local Government Area, by a team from the Federal Ministry of Agriculture and Rural Development.

He said this was part of the government’s determination to take agriculture to the next level through value chain.

‘’Our target is 6,000 hectares because we are the second largest producer of cassava in Nigeria.

“The land is there and we are ready to maximize the opportunity offered by the project to make Cross River great in cassava production’’ Eneji stated

He, however, appealed for the support and cooperation of the Federal Ministry of Agriculture in achieving the target especially in the area of stumping and land clearing occasioned by difficult terrain in parts of the state.

Mr Appeh Auta, Senior Technical Adviser International Donor Partners to the Minister of Agriculture assured the commissioner of the Ministry’s readiness to support the state to realize the dream of Fadama 111 Ad+  in order to ensure food security in the country.

He said the team was in Cross River to get a firsthand knowledge of the implementation strategy of the state’s Fadama 111 Ad+ project.

He said: ‘’ Now that we have spoken with the Commissioner, we have heard about the problem of trumping and land clearing as well as other related issues.

‘’Assistance will be provided to the state to ensure that more people go into agriculture in the state, so that we can achieve the desired food sufficiency in the country.’

He described Fadama as one of the key components of the Ministry’s agenda for ensuring food security in the country because of its grassroots base.

‘’Fadama deals with people at the grassroots level in terms of mobilization of farmers, education and training of rural farmers and provision of input to farmers. It is part of the Ministry’s agenda to ensure food security in the country.’’

INEC laments Rivers’ rerun violence, advocates security for Ekiti 2018

THE Independent National Electoral Commission (INEC) has lamented the level of violence in the Rivers State rerun elections and expressed the hope that Ekiti 2018 governorship election would not go the same way.

The Public Relations Officer of INEC in Ekiti State, Mr Taiwo Gbadegesin, stated this on Tuesday while reacting to the attacks suffered by about 25 members of staff of the commission in the Rivers State elections.

Gbadegesin lamented the attacks on some of the commission’s workers during the National and state assembly rerun in Etche Local Government Area of the Rivers State last weekend.

He said the commission was in good working relationship with all the security agencies, and expressed the hope that the 2018 governorship poll in Ekiti will be free of violence or bloodshed, considering the peaceful nature of the state’s politics.

The INEC spokesman said the electoral body won’t take any chances in spite of the robust relationship with the security agencies to ensuring that the lives of the electorate and staff are effectively shielded during the poll.

He pleaded with Ekiti electorate not to be disillusioned by the Rivers violence, saying such could create apathy and low turnout of voters that could mar the outcome of the election.

Gbadegesin said: “I am very sure that what happened in Rivers won’t happen in Ekiti. This state is naturally a peaceful state and we don’t envisage that such thing will happen here.

“Even without elections, we have been having very good working relationship with the police, Nigerian Security and Civil Defence Corps and Department of the State Services and other relevant agencies.

“This shows the level of our preparedness ahead of the election. We are not taking any chances because the lives of our staff and that of the electorate are very paramount to us.

“We conducted the 2014 governorship elections and nobody was killed and we shall keep the spirit higher here in Ekiti by working with all the relevant stakeholders to make a huge success out of the forthcoming election.

“We know that the stakes are high, people are really interested and the level of involvement of all interested parties will be high, but we are confident that the election will be free, fair and credible.”

He charged the chieftains of the two main political parties in the state to educate their supporters against violence and on the need to be civil during any poll.

Trump went from mocking disability to using it to further his agenda

Trump is no fan of regulations and is willing to use people with disabilities to cut them.

President Trump may have successfully read his teleprompter during his address to a joint session of Congress Tuesday, but his attempt to assuage members of the disability community may have fallen flat.

After mocking a disabled reporter during his presidential campaign (twice), which, according to one poll, people considered one of the most inexcusable acts over the course of his entire campaign, Trump has angered some disability advocates by using a woman with a disability, Megan Crowley, as a vehicle to justify his stance on loosening regulation on the Food and Drug Administration. Crowley who had the rare illness Pompe disease, was saved by an innovative treatment created by a company her father launched in 1999.

“Megan’s story” Trump declared, “is about the unbounded power of a father’s love for a daughter. “But our slow and burdensome approval process at the Food and Drug Administration keeps too many advances, like the one that saved Megan's life, from reaching those in need.”

The Trump administration’s decision to use Crowley as a poster child to push FDA deregulation did not sit well with those in the disability community.

“This is not the moment to use disability as a prop,” Kate Meuser, who has cerebral palsy and works in marketing in Washington, DC, told Vox. “[Megan’s] father founded a company to find a cure. Many people don’t have that luxury.”

Though Meuser recognized Trump’s probable intention to “make a point,” she said she is more concerned about the future of the Affordable Care Act, since she, like many others living with disabilities, depends on the program. Right now she is insured through her employer, but she worries about what would happen if she were to lose her job. “If I’m being honest, I’m scared,” she said. “My condition has no cure. ... I feel like my life is not considered and that it is in limbo.”

Meuser is not alone. Many people with disabilities are worried about losing indispensable and basic health care access and protections under the Trump administration. For instance, before the ACA, having a disability was a preexisting condition that could hurt people’s ability to obtain affordable health care. Though Trump has shown support for keeping this particular provision, nothing guarantees it will be preserved. If Trump’s plan to change Medicaid is approved, it would mean that thousands of people with disabilities could be displaced from their communities and would be forced into nursing homes or hospitals if they can’t afford things like a wheelchair or assistive technology that allows them to live in their residence.

Ted Jackson, the former Democratic National Committee’s director of disability community engagement, said he was unimpressed by Trump’s address Tuesday night. “It’s always good to see disability issues discussed in the nation’s capital. But it’s hard to stomach when it comes from a president who has yet to apologize to our community for mocking a disabled reporter” he told me. “Americans with disabilities want an equal education, access to real jobs, and to be included like anyone else — not to be used as an excuse to limit regulations meant to protect people.”

Of course the visibility of people with disability like Crowley matters, but it unfortunately loses its meaning when Trump’s proposal will likely do little besides pay lip service to both people with disabilities and able-bodied people. “Trump’s track record leaves me wondering if people with disabilities were merely a prop in his speech, intended to be nothing more than inspiration porn for others,” Jackson added.

In an attempt to possibly correct his callous record on disability in the past, Trump’s use of Crowley’s story may have further illustrated his perspective on outdated views on disability. He never addressed the community directly during his campaign and would often instead refer to people with disabilities as receivers of his (questionable) charity donations as opposed to contributing members of society. He also never presented a plan for disability rights on his campaign website or responded to a campaign questionnaire from the political disability rights organization RespectAbility, despite other Republican candidates such as John Kasich doing their due diligence.

People living with a disability like Meuser said Trump could make inroads if he “actually acknowledged disability as a minority group” and addressed the specific issues they deal with in terms of health care and job access. One in five people who are disabled are currently living in poverty, and the unemployment rate is twice as high as it is for non-disabled Americans. There are plenty of ways Trump could address these urgent problems within the disability community, if he were actually interested in fixing them.

4 things Obama worried about that were missing from Trump’s speech

Just one Senate Democrat applauded Trump’s call to “make America great”

Democratic Sens. Joe Manchin (WV), Joe Donnelly (IN), and Heidi Heitkamp (ND) stood and applauded multiple times during President Trump’s speech to Congress Tuesday night, breaking with the bulk of the Democratic Party.

The majority of congressional Democrats were visibly critical of Trump’s address. Two House Democrats even sat during a two-minute standing ovation for the widow of a slain soldier. Others laughed, groaned, or even skipped the speech altogether.

But Manchin, Donnelly, and Heitkamp are all moderate swing-state Democrats facing reelection campaigns in 2018. And their applause — singled out by the Washington Post’s Chris Cillizza — is the latest in their long-signaled distance from the Democratic caucus’s opposition to Trump.

Manchin, for his part, was the only Democrat to applaud Trump calling to “make America great again.” Heitkamp was seen enthusiastically clapping a Trump line about pipelines. Donnelly rose in support after Trump mentioned coal miners.

Trump reciprocated the gesture in at least one case:

“Reluctant to stand even for God”

Tuesday night was a strong visual reminder of the divisions within the Democratic caucus, but overall, Democrats’ reactions to Trump were almost uniformly negative. Besides Manchin, Donnelly, and Heitkamp, the bulk of the Democratic caucus refused to stand up or applaud much of Trump’s address.

A few examples of Democrats’ critical responses:

  • At least one Democrat rebelled before the speech even began: California Rep. Maxine Waters announced her boycott of the speech ahead of time. (She appears to have been the only one to do so.)
  • Minnesota Rep. Keith Ellison and former DNC Chair Debbie Wasserman Schultz reportedly remained “firmly seated” while the widow of a slain Navy SEAL received a two-minute standing ovation, according to the Independent Journal Review’s Benny Johnson.
  • Dozens of Democrats declined to stand when Trump belatedly condemned the desecration of Jewish cemeteries, Johnson reported.
  • Democrats groaned audibly when Trump called for the Department of Homeland Security to create a new agency, the “Victims of Immigrant Crime Engagement” — something Republicans also oppose.
  • There was audible laughter when Trump said “we’ve got to drain the swamp of government corruption.” (Perhaps for good reason.)
  • Democrats also laughed when Trump said “the time of trivial fights is behind us.” New York Rep. Joe Crowley raised his hand to object to that line, according to National Review’s Alexis Levinson.
  • Levinson also tweeted that New York Rep. Eliot Engel was “sitting in the middle of a row far on the Dem side talking on his cell phone” during the speech.
  • With the exception of Manchin and Ohio Rep. Marcy Kaptur, the entire Democratic caucus raced out of the chamber as soon as the address was completed — something some political reporters said they’d never seen before. Usually, members of both parties stay in the chamber to shake the president’s hand and greet him.

Spurred by a left-wing backlash that’s unleashed street protests and new grassroots energy, congressional Democrats’ opposition to Trump has become stiffer. They’ve boycotted his Cabinet hearings and cast an unprecedented number of votes against his nominees.

That reaction was on display tonight.

“On the usual issues that you expect Democrats to oppose, they seem even stonier than I remember — no hint of an olive branch or honeymoon period with a new president whatsoever, from what I can see,” says Matt Dickinson, a political scientist at Middlebury College. The Democratic caucus seemed, Dickinson says, “reluctant to stand even when Trump references God as their maker. And if you can’t stand for God...”

The mostly unified response was planned in advance. A House Democratic aide noted in an interview with Vox that the majority of the caucus was taking cues from the party’s leadership — particularly Maryland Rep. Steny Hoyer — on how they should react throughout the night.

Of course, that didn’t mean every Democrat would follow along.

Guardians of the Galaxy Vol. 2: watch the new trailer

Now featuring Nebula, a golden villain, and a surprise family visit.

The universe needs saving again, and there’s no one more suited to the job than the ragtag group of misfits known as Marvel’s Guardians of the Galaxy. A new trailer for Guardians of the Galaxy Vol. 2 debuted on Tuesday night, and by the looks of it, the Guardians have their work cut out for them.

The movie’s first trailer, released back in October, gave us a look at Baby Groot (voiced by Vin Diesel), and subsequent teasers have offered a glimpse of some of the new characters Guardians vol. 2 will introduce. This new trailer adds more intrigue by including Nebula (Karen Gillan), a secondary villain from the first film now returning to clash with the Guardians. We also get our first look at golden villain Ayesha (Elizabeth Debicki), sitting atop a throne and promising to “cleanse the universe” of weaknesses like fear, jealousy, and betrayal.

But the trailer’s biggest reveal comes at the tail end, when Peter Quill (Chris Pratt) gets a surprise visit from an older man (played by Kurt Russell) — who reveals himself to be Peter’s long-lost dad.

Guardians Vol. 2, directed by James Gunn, is the sequel to Marvel’s 2014 space opera. Because the next big villain of Marvel’s cinematic universe is Thanos, and Thanos shares Marvel’s cosmic universe with the Guardians, there’s some interest in seeing how this sequel (and to some extent Thor: Ragnarok, which comes out in November) sets the table for Avengers: Infinity War Part I (which comes out in May 2018) and the Guardians, Thanos, and the existing Avengers together.

Guardians of the Galaxy Vol. 2 hits theaters on May 5.

3 winners and 2 losers from President Trump’s first address to Congress

There’s much more to the story of the fallen Navy SEAL Trump praised in his speech to Congress

The prolonged standing ovation that President Donald Trump led on Tuesday for the widow of a fallen US commando was an effective bit of political theater. It also masked the lingering controversy over the botched raid in Yemen that took the life of Navy SEAL William “Ryan” Owens, which has injected a grieving family into a raging political debate about whether the White House erred in signing off on the mission.

Near the end of his high-profile speech to Congress Tuesday, Trump paused to pay tribute to Owens’s widow, Carryn Owens, who was sitting next to the president’s daughter Ivanka Trump.

“Ryan died as he lived: a warrior, and a hero — battling against terrorism and securing our nation,” Trump said as Carryn Owens began to cry. “I just spoke to Gen. Mattis, who reconfirmed that, and I quote, ‘Ryan was a part of a highly successful raid that generated large amounts of vital intelligence that will lead to many more victories in the future against our enemies.’"

It was one of the only lines in Trump’s speech that brought lawmakers from both parties to their feet. It was also, at best, a debatable assessment of the mission that took Owens’s life.

Owens, a member of the military’s elite SEAL Team 6, was killed in late January after his unit came under intense fire during an assault on a fortified terrorist compound in Yemen. The Pentagon said the SEALs killed at least 14 militants from al-Qaeda’s Yemeni affiliate, but also acknowledged that at least 25 civilians — including the 8-year-old daughter of a militant who had been killed by a US drone years earlier — were killed in the fighting.

The deaths, and the fact that the SEALs didn’t kill or capture the al-Qaeda leaders they were targeting, prompted immediate questions about why Trump had greenlit the operation, and about whether the intelligence gathered at the scene was worth the high human and financial cost (a $70 million US aircraft was also destroyed during the mission).

Owens’s father, Bill, refused to meet with Trump after his son’s body was brought back to the US because of his anger over the raid, which marked a rare use of American ground forces inside Yemen.

“I’m sorry, I don’t want to see him,” Owens told a military chaplain at Dover Air Force Base, according to a report by the Miami Herald. “I told them I didn’t want to make a scene about it, but my conscience wouldn’t let me talk to him.”

The Pentagon has insisted that the raid produced “actionable intelligence,” but offered no details to substantiate the claim. That assessment isn’t universally shared: NBC News reported Tuesday that the raid had “so far yielded no significant intelligence.”

A failed raid in Yemen set off a political firestorm back in the US

The fallout from the raid has been politically toxic for weeks. In its immediate aftermath, Trump officials said the raid had been planned during the waning weeks of the Obama administration and that they had accepted the military’s recommendation to go forward with it. Obama administration officials countered that Trump was simply trying to pass the blame for the botched mission.

"In a nutshell, Trump and his team owns the process and the ultimate decision - and the consequences," Colin Kahl, a national security official in the Obama administration, said on Twitter after the raid.

Kahl wasn’t the only one critical of the raid. Arizona Sen. John McCain, the chair of the Senate Armed Services Committee and one of the GOP’s most respected voices on national security issues, flatly labeled it a failure.

"When you lose a $75 million airplane and, more importantly, an American life is lost … I don't believe you can call it a success," McCain told NBC News in early February.

His remark prompted a fierce, and jarringly ill-informed, response from White House press secretary Sean Spicer, who told reporters that McCain or any anyone else who questioned the success of the raid “owes an apology” and “does a disservice to the life of Chief Owens.” McCain, unsurprisingly, doubled down on his criticism of the raid, and of Spicer.

Most presidents take responsibility for failed raids. Trump blamed the military.

The simmering controversy over the raid flared up again on Tuesday when Trump broke with decades of presidential precedent and blamed the military for the failed operation — and for Owens's death — rather than taking responsibility himself.

“This was a mission that was started before I got here. This was something they wanted to do,” Trump said. “They came to me, they explained what they wanted to do ― the generals ― who are very respected, my generals are the most respected that we’ve had in many decades, I believe. And they lost Ryan.”

As Phillip Carter wrote for Vox, most presidents of both parties have stepped up and accepted blame for failed military operations, regardless of whether they were their fault. Trump, Carter wrote, took a very different path:

Still, Trump’s blunt refusal to accept personal responsibility for the Yemen raid burns because it marks such an incredible betrayal of his office and the awesome responsibility that our president must shoulder, especially in the national security sphere. A president who passes the buck is not one we can trust to lead our military or keep us safe.

The president’s decision to lavish so much attention on Carryn Owens, meanwhile, sparked a torrent of angry responses on Twitter, with critics arguing that he was trying to use her grief for political gain.

There are far more generous interpretations; Trump may have been genuinely moved by the family’s loss, and genuinely eager to call attention to the sacrifice of a brave young American. There is much we still don’t know about the exact circumstances of Ryan Owens’s death. There is one thing, though, that we can say for sure: It’s a far more complicated story than Trump’s long standing ovation would suggest.
